The Wood Enquiry of 2010 recommended all Casework Managers possess relevant tertiary qualifications and the Government accepted that recommendation. The Association was able to negotiate a two-year extension on the recommendation to enable Aboriginal Caseworkers to obtain a relevant qualification to enable them to progress to Manager Casework.

Many Aboriginal Caseworkers are employed by the Department without tertiary qualifications. This is because Aboriginal Caseworkers bring many skills that are highly valued by the Department.

The Association negotiated with Department a TAFE course to allow Aboriginal Caseworkers to complete a tertiary qualification (Graduate Certificate in Child Protection) which proved very successful and many Aboriginal Caseworkers completed this course. The course ran for two years and ceased in 2012.

The Association has since met with the Secretary, Michael Coutts-Trotter, seeking a reintroduction of this excellent course for

Have you been denied the opportunity to advance to Manager Casework?

While it is good news that formal qualifications are not required, the PSA would like to hear from any Aboriginal Caseworker who has been denied the opportunity to advance to Manager Casework as the Secretary is clearly stating that NO qualifications are required. The Association had not been made aware that the exemption period of two years had not been acted upon and members have told us that they are also unaware. Please contact the PSA with feedback .
