Members would be aware that recently a process of converting eligible temporary employees into on-going employment in line with the Government Sector Employment Act (GSE Act) took place. This was indeed good news as the PSA has been endeavouring to have the issue of long term temporary staff rectified, and as well, vacant positions at all centres be filled.

This issue has been ongoing and a result of fall out since the 2015 recruitment process took place.

As well is was pleasing to be informed that a process was to be undertaken to fill the remaining vacant roles by way of internal reassignment followed by external advertising if required. This process is also set out in the GSE Act and can be found at:-

Temporary employees eligibility can be found at GSE Act Rules at Clause 12

An agency head may convert the temporary or term employment of a person to ongoing employment in the agency if a the person has been employed in temporary or term employment for a period of at least 12 months and the ongoing employment is at-level

Members would have received information regarding the classifications available and a 5 step process to follow if interested in being considered for reassignment to a role at the same classification but at another centre.

The classifications are Program Officer, Senior Catering Officer, Catering Officer and Service Officer.

Of concern to the PSA is the way the locations were listed in the information sent to staff. The PSA believes that the number of vacant roles and the centre they are at should be provided to enable staff to make a decision on precise information on location and the number of vacant roles at each centre.

Not all centres have vacant roles but some have more than one. Below is a list of the centres and the vacant role in each classification.

In total there are 11 Program Officer Roles, 6 Catering Officer Roles, 1 Senior Catering Officer Role, 5 Service Officer Roles and 1 Service Coordinator Role.
