NSW Treasury – Removal of Flexsheets?

NSW Treasury – Removal of Flexsheets – September 2018 (PDF version)

  • Two approaches have been proposed – both involve no recording of time worked
  • Focus groups with Grade 11/12 staff to decide which approach to adopt have already been conducted
  • This is major workplace change. Where is the consultation? Where is the voice of staff below Grade 11/12?

The PSA has learnt that focus groups for grade 11/12 staff only are under way to decide which proposal will be implemented to remove the requirement for non-Executive staff to complete flexsheets.

Although there is a nominal time involved in completion, Flexsheets provide an accurate record of work performed by the employee.

Abandoning flexsheets to ostensibly allow focus on ‘outcomes’ raises a number of concerns:

  • What happens when a task hasn’t been completed or can’t be completed on time? Whose fault will it be and will you be required to work without recompense?
  • Discretion to provide flex is even more dependent on individual managers
  • In the absence of any records, it will be harder to demonstrate an entitlement to flex, thereby eroding the flex system altogether.

Further, the PSA understands that Grade 11/12 staff who have attended the focus groups were advised that the PSA has been consulted over this.

The PSA advises you that there has been no consultation whatsoever!

The PSA is demanding consultation over this issue.

We also need to hear from the people affected by the proposals, you – our members about the various concerns that you may have.

Email your concerns to your PSA Organiser: and put ‘Treasury Flexsheet’ in the subject line.

Individual members are non-identified in representations we make to management.
