Dedicated high-risk offender units will be established at the two largest youth justice facilities in response to the 21-hour riot at the Frank Baxter detention centre earlier this year.

Public Service Association general secretary Stewart Little welcomed the reforms as “long overdue”.

“We will be watching to see that the government properly implements all 63 recommendations, 14 of which were directly recommended by the PSA,” he said.

“Our members want to help these kids, they want to break the cycle. The last thing they want to see is them going up the road into Long Bay or Cessnock.”
