Independent Commission Against Corruption – Proposed changes to Award
Members may be aware that the Commission had flagged in early 2025 with the PSA through the Commission Consultative Group (CCG) that it wished to update the ICAC Award.
On 8 October the PSA was presented with a draft Award for review, proposed changes highlighted in SEE HERE
The key changes to the Award include:
- Higher duties: Reducing the number of working days from 11 to 5 to qualify for payment of higher duties;
- Associate Allowance: Annualised to reflect payments over the 12-month financial period;
- Flex Leave: Removed banked flex; increased carryover limit from 21 to 42 hours;
- Model clause: Replaced existing provisions with standard clauses for:

- Domestic and Family Violence Leave
- Parental Leave
- Lactation Breaks
- Award Updates: References updated for legislative compliance and consistent terminology;
- Policy References: Removed references to specific ICAC held policies
Behaviour Standards: Updated to reflect values-based expectations.
The CCG convened on 30 October 2025 to discuss the proposed changes as part of the Award Review process.
The PSA now seeks feedback from members in relation to proposed changes to the Award.

The PSA will convene a meeting of members after 10 November to discuss the Award Review, a separate meeting notice will follow.
It is hoped that the Parties can reach agreement on a final draft to put to members for endorsement. When this occurs a final agreement will hopefully see a consent application to the NSW Industrial Relations Commission to have the Award Review finalised.
