On Tuesday 30 June 2026, the Public Service Association (PSA) appeared before Commissioner Webster in the Industrial Relations Commission (IRC) to fight the Department’s proposed operational changes and devastating plan to slash approximately 137 positions from Goulburn Correctional Centre.
The PSA argued that the Department’s consultation process to date has been completely inadequate and has failed to address critical employee concerns.
The PSA demanded immediate clarity on:
- The exact operation of the Transferred Employee Compensation Award (TECA) process and transfer arrangements.
- The availability of positions elsewhere in Corrective Services, including Community Corrections.
- The absolute inclusion of casual and temporary employees in service delivery and program roles within all ongoing consultation.
The PSA have requested a return to weekly consultative meetings to ensure the Department is held accountable every single step of the way. As a direct result of the PSA’s advocacy, Commissioner Webster has listed the matter for a formal Report Back via Webex on Monday, 3 August 2026 at 10:00am and, crucially, has granted Liberty to Apply.
This is a major procedural safeguard for our members. It means that if the Department fails to consult in good faith over the coming weeks, attempts to sweep our casual and temporary staff aside, or refuses to provide transparency on final staffing numbers, the PSA has the power to bring them straight back into the Commission immediately before the August deadline.
This fight is about protecting your jobs, your safety, and the operational integrity of Goulburn Correctional Centre. We will not allow the Department to quietly delete 137 positions without a fight.
