Do you know that PSA has a Legal Fund for Youth Justice Members?

Do you know that PSA has a Legal Fund for Youth Justice Members?

The PSA has launched a legal fund for members working in the Justice Sector.

The legal fund, modelled on a similar scheme available to prison officers, provides a range of enhanced legal services for financial PSA members commonly exposed to difficult and dangerous situations in the course of their employment including –

  • alleged criminal offenses arising out of or in the course of employment
  • making a claim under the Victims Right and Support Act 2013 which arises out of or in the course of employment
  • any Coronial Inquiry where the interests of the member and their employer diverge
  • any commission of inquiry or tribunal conducting an enquiry whose findings could have an adverse effect upon the member of the Legal Fund.

The Legal Fund has been a great benefit for officers who needed it and will be invaluable to our Youth Justice members who undertake a similar role.

Membership of the PSA Justice Sector Legal Fund is available to PSA Members for as little as $2 a week.

To join the PSA’s Justice Sector Legal Fund, please find the application and full terms and conditions HERE.

Office of Children’s Guardian inquiry

Office of Children’s Guardian inquiry

The PSA is aware of recent media attention on the Office of Children’s Guardian. With the inquiry report being submitted at the end of this month, it is understandable that there is a focus on the Office.

We understand that this may cause uncertainty and anxiety while we all go through the process.

If you are in need of support or assistance, please reach out to support services and make sure you look after yourselves and each other.

If you have any questions or concerns relating to your workplace, you can contact the Member Support Centre on 1800 772 679, or PSA Industrial Staff listed below

University of Wollongong still cutting deep

University of Wollongong still cutting deep

The University of Wollongong’s latest announcement regarding proposed job cuts are still operationally crippling, says the union which represents non-academic staff at the university.

After advising it intended to shed up to 185 FTE (full time equivalent) positions in March, the University yesterday told staff they had revised this figure down to 124 jobs to be lost at the Illawarra institution.

This is just the latest attempt by UOW to rebrand bad news, said Branch Assistant Secretary of the CPSU (SPSF) NSW Branch, Troy Wright.

“University of Wollongong management must stop gaslighting its staff by telling them that job cuts will be good for the University,” said Mr Wright.

“Look at the UOW’s books and you’ll see massive cost overruns, in the 2023 year there was a $39 million deficit, but their spending on consultants and international and domestic travel were enormous and these are the kind of costs you drop before you cut staff.

“Anyone who’s run a business knows if you cut close to 1 in 10 staff you’re going to have to reduce services, but University of Wollongong management keep claiming services will stay the same even after job cuts.

“UOW management claiming ‘look we’ve saved 60 jobs’ because they’ve revised the number of people they’ll sack from 185 to 124, that’s the kind of corporate spin that really upsets the community.”

PSA notifies Legal Aid of a dispute over the Practice Executive Director “Guidance” on Flexible Work

PSA notifies Legal Aid of a dispute over the Practice Executive Director “Guidance” on Flexible Work

The PSA received a number of complaints yesterday after Legal Aid circulated the Executive Director “Guidance” on Flexible Work.

There has been no consultation with the PSA about this Guidance, which goes beyond the provisions of the Flexible Working Policy.

Yesterday the PSA advised Legal Aid that we are in dispute, and we sought an assurance that the Guidance will not be implemented until this dispute is resolved.

To prevent an escalation of this dispute, your Delegates and PSA Industrial staff expect to be meeting with Legal Aid this week to seek formal consultation and address the concerns of members.

PSA members are advised not to implement any aspect of the Guidance until this dispute is resolved.

Members will be updated on progress of this dispute at the end of the week.

Workplace Presence – Risk Assessment consultation open

Workplace Presence – Risk Assessment consultation open

As part of the Workplace Presence consultation process, Transport for NSW (TfNSW) committed to sharing and consulting on a related Risk Assessment. Yesterday you would have seen a message from TfNSW inviting you to review the Draft Workplace Presence Health and Safety Risk Assessment, and provide feedback on their workplace presence consultation page.  You can view the consultation document HERE.

Feedback due by Friday 25 July

You can also provide feedback regarding the Risk Assessment to the PSA via the email address. The PSA reminds members that whilst consultation is ongoing regarding changes to the Transport Flexible Work Arrangements Procedure and Way We Work Guide, the status quo remains, and no immediate changes to working arrangements should occur whilst consultation is ongoing.  TfNSW have indicated that consultation regarding the issue is likely to extend into September, when updates on the direction of the workplace presence proposal will be given.

Risk Assessment identifies that inconsistent application of the policy may increase risks

Whilst the Risk Assessment distributed is limited in its scope – to risks associated with changes proposed to the Flexible Work Arrangement Procedure, and not to all the risks with working from the office, or from home – it does state in a number of areas that inconsistent application of the procedure may result in risks being realised.

This further supports one of the key pieces of feedback the PSA has provided in relation to the policy; that the “standard” hybrid arrangement must be a true standard arrangement for workers, without the requirement of an individual manager to approve, or not approve, the 50 per cent arrangement over a period of a month. You can review the PSA’s feedback, provided in March 2025, regarding the proposal HERE.

Child Protection Helpline dispute – member meeting and update

Child Protection Helpline dispute – member meeting and update

As you may be aware, the PSA raised a dispute with the department regarding their expectation of the Helpline and DV Line returning to the office ‘principally’. This would mean attending the Liverpool office, or a local CSC if you are a regional Helpline Caseworker, at least 50 per cent of your shifts.

We have a report back in the Industrial Relations Commission (IRC) on Thursday 17 July 2025. We are working on achieving a conciliated agreement.

We would like to meet and discuss the current dispute with all Helpline Members on Tuesday 15 July at 4:30pm (Teams details below)

While we are working through the dispute, members are encouraged to seek individual or team based flexible working plans, as per NSW Department of Communities and Justice’s Flexible Working Work Policy.

We have been advised that there is often a crossover between the Flexible Working Policy and Workplace Adjustment Policy (Passport). They are different policies for distinctly different purposes.

The Passport is for employees with non-work related injuries, disabilities, carers responsibilities or other grounds for workplace adjustments. The Passport is for reasonable adjustments including ergonomic, start/finish times, job share, part time arrangements as well as possible work from home.

The Flexible Working Policy is for team and individual based flexible working plans including remote working from other NSW Department of Communities and Justice offices, from home, as well as sharing the spread of office attendance within the team.
