Consultation on the Law Enforcement Conduct Commission Oversight Division restructure

On 15 April Public Service Association (PSA) officers were briefed by the Law Enforcement Conduct Commission (LECC) in relation to a change management plan for the Oversight Division. This proposal follows a review finalised on 25 August 2025 in relation to the current operating model.
LECC advises that all affected staff have been provided with the change management plan.
The plan provides for a new assessments team to be implemented to assess and process complaints.
The current impacted staff comprise:
- six officers at grade 3/4
- two at grade 5/6 (x2)
- 16 at grade 7/8
- five at grade 9/10
- two at grade 11/12.
The major impact is the proposed deletion of grade 3/4 roles.
Proposed means for filling positions
Where staff are in current talent pools and have appropriate skills and experience, they may be placed in ongoing roles within the new structure.
Internal and external recruitment processes will be conducted for grade 5/6 Assessment Officers.
Where affected staff are unsuccessful in securing a role within the new structure, assistance will be provided support placement at grade.
Proposed voluntary redundancy program
If unsuccessful in recruitment process, two employees at grade 3/4 may be offered a voluntary redundancy. Each of these employees will also have the opportunity to secure a higher graded role via an internal recruitment process.
Each of these employees will also be given a short higher-duties opportunity, whilst the changes process is being conducted.
Impact of the restructure on EEO groups
There are two targeted positions within the Assessments unit. One targeted position will transfer with the staff member to the Investigations, Oversight Unit. The second position is currently a vacant 3/4 intake officer position. It is proposed that this position be transferred to become one of the new 5/6 Assessment Officer position.
There are CALO staff and staff with disability in this business area. These are not targeted roles for these EEO groups. These staff will be impacted by the change.
Management of excess employees
The proposed new structure no longer includes grade 3/4 positions, which currently include five Intake Officers, and an MRM Administration Officer.
As such, all ongoing grade 3/4 staff within the Division will occupy impacted roles, as defined within section 2.11 of the NSW Government Workforce Mobility Placement and Employee Transition Policy. These employees will be classified as impacted employees, under section 2.10 of the policy as of the commencement date within the proposed CMP timetable.
Impacted employees will be advised of the workplace changes on commencement date. On commencement date, the following will occur with respect to impacted employees:

- They will be advised of the transition process as it applies to their employment
- Staff who have been capability assessed at a higher grade will be offered ongoing positions within the new structure.
- Following a week of training, all other 3/4 impacted staff will be offered higher duties as a 5/6 Assessment Officer
- Higher duties will continue for the remainder of the 40-business day placement period as per the policy
- During the placement period, impacted staff will have the opportunity to apply for vacant 5/6 positions within the new structure
Management of temporary employees
There are currently five grade 3/4 temporary employees with contracts concluding 30 June 2026, three on 30 December 2026 and one on 7 January 2027. It is further proposed that one of these temporary employees will be offered a permanent 5/6 position, by virtue of an existing talent pool.
It is intended that the temporary positions be funded through until end of contract. Those employees will have the opportunity to be trained in, and apply for, new 5/6 positions in that time; however, the current temporary employment contracts are not intended to be extended.
