Department of Finance, Services & Innovation – Government Services & Corporate – RMP – September 2016 (PDF version)

At the PSA’s request on Monday, 29 August, the DFSI Employment Relations Team briefed the PSA on the Department’s current draft Restructure Management Plan (RMP) in relation to Government Services & Corporate (GS&C).

Members will be aware the areas affected within GS&C will be Finance, Legal, ICT and People & Culture.

The two-week consultation period began on Tuesday, 30 August when DFSI officially provided us with its draft RMP.

On Wednesday, 7 September the PSA held a meeting at McKell seeking feedback from affected members, with the view of submitting that feedback to management at the end of the two-week consultation period and addressing the concerns raised.

On Thursday, 8 September the PSA met with affected members in the Legal team at Fair Trading Parramatta. The same occurred.

Some industrial issues raised were:

  • People & Culture staff have been informed they will need to reapply for the role in the new structure, despite stage 1 of the RMP stating “Employees at each eligible grade will be invited to express an interest in being directly assigned”.
  • It appears the administrative support staff, who have been providing administrative support to the legal clerks at McKell, will no longer directly provide that support and legal clerks will be expected to take on the administrative work – intensifying their workloads.
  • Broad concern was expressed at Management’s lack of consultation on the new role descriptions.

The industrial issues that have been identified in the current RMP will be addressed with management at our forthcoming meeting with them on Tuesday, 13 September.

Should you have any comments or concerns on this RMP or please direct them to your delegate or PSA Industrial Advocate Matthew Drake-Brockman .
