Department of Planning, Housing and Infrastructure, Commercial Development and Management Division proposed reform

Department of Planning, Housing and Infrastructure, Commercial Development and Management Division proposed reform

  17 September 2026

The processes of reform within the Commercial Development and Management Division should not come as a shock to members. It has been flagged in the branch for more than two years now.

Commercial Development and Management representatives have provided the change management plan (CMP) to the PSA on 4 September and have met with all affected staff.

While there are more roles in the proposed organisational structure (153 from 152), there are differences in the number of roles at certain grades which does not provide for direct placements of all affected staff. The proposal however identifies lifts and shifts of branches, approximately 70 staff for direct appointment and a significant portion of the affected staff through pooled assessments.

The CMP, apart from providing some rationale for the proposed change, provides details on the placement options of all proposed roles. It has also provided detail on the current vacancies that will be subject to recruitment actions.

The PSA wants to hear from you

As part of the industrial obligations on the agency, Department of Planning, Housing and Infrastructure is required to consult with the PSA over matters of workplace reform. The PSA encourages members to provide their feedback to the proposed reform internally to Department of Planning, Housing and Infrastructure as well as the PSA.

If members have any questions on the reform or feedback they wish to provide, they can email or Department of Planning, Housing and Infrastructure PSA Departmental Committee Chairperson Tom Chapman

For those affected staff who are not proposed to be matched the first question should be is my role description up to date so that the correct comparisons can be made.
