Homes NSW realignment (Functional Review) response
The PSA is deeply concerned that the Homes NSW realignment of Housing Services for Northern District will not address the workload concerns the PSA has been raising over many years especially since they are removing 37 positions out of the District.
The PSA was provided with a response to our member’s feedback by on 5 November 2025; you can read their response HERE. After a meeting with our delegates, we wrote to Homes NSW and asked for further detail. Some of the detail requested was provided in a consultation meeting held on Friday 7 November and we asked Homes NSW to put this in writing, you can read their response dated 10 November HERE. As per the response, Homes NSW have advised that they intend to commence the implementation of the Functional Review on the 17 November. The PSA is of the view that while we would have liked further detail, consultation has occurred and hopefully when the realignment has started these details will become clearer. If not we will continue to ask and advocate for our members as the realignment progresses.
The PSA has written to Homes NSW and asked for written confirmation on the below issues as it was discussed at the meeting and not included in their written response:
- Excess staff that have been transferred out of the District, for example, Housing Managers be given the first option to transfer back to the District if 7/8 positions becomes vacant either long term temporary or ongoing. This could be done through an EOI or recruitment process if there is more than one officer.
- Staff that have changed positions at other levels for example, SCCO or CSO that are currently in Tenancy but would prefer to be in Access and Demand be offered to swap if the position becomes vacant either via long term temporary or ongoing. This can be facilitated through their Personal Development Plans and in discussion with their Manager.
- The Client Liaison Offer (CLO) position will remain. How many CLO positions will there be in the District?
- Specialist Subsidy Assessment Team (SSAT). There will be a review of the SSAT services statewide and Homes are looking to centralise this function.
Now is the time to look at your role description and the functions/responsibilities written in the Change Management Plan and make sure you are only doing the roles as per your grade and teams functions. If you are requested to do any tasks that are not at your grade the PSA wants to hear about this.
The PSA is aware that sometimes our members work excessive hours to address their workload and do not record these hours for fear of retribution for not getting their work completed. The PSA direct all staff to put their actual hours down so we can look at this in the future. If you are working excessive hours and its not addressed by management, contact the PSA. We want to know this information so we can raise it with Homes NSW.
