PSA meeting for Environment Protection Authority members
The PSA understands that the Environment Protection Authority (EPA) has issued a bulletin relating to the lunchtime action on Wednesday 5 November.
The EPA referred to Wednesday’s action as:
“Today’s lunchtime meeting is not protected action, but we respect employees right to protest.”
Putting aside that there is no such thing as ‘protected action’ in NSW industrial relations (citation: IR101), the EPA is prohibited from punishing employees who participate in PSA campaigns or industrial action.
Your feedback is getting additional information
PSA member feedback identified key information which was missing from the Change Management Plan. This allowed your union to request that information through the Industrial Relations Commission (IRC).
On Thursday 6 November the PSA met with the EPA to further discuss the information requested through the IRC.
The EPA has begun circulating the additional information requested. This could not have happened without your feedback and the PSA is seeking your continued feedback with this updated information.
The matter returns to the IRC on Monday 17 November.
Members are reminded consultation has been extended by one week to Wednesday 19 November 2025.
The PSA and the EPA are still in discussions regarding the release of the consultants’ reports used to justify the proposed changes.
Expressions of interest process clarification
The EPA has proposed a closed expressions of interest (EOI) process for directly impacted EO12s to apply for newly created EO14 positions.
The PSA is particularly concerned about the inherent unfairness of opening promotional opportunities to only some. The PSA is of the view new EO14 roles should be open to all EO12s to apply via the EOI process. Any vacant EO12 positions left vacant after this EOI process could then be filled from any displaced EO12s, allowing the EPA to retain more staff. However, this process would be undertaken after the current affected EO14 were matched to vacant EO14 roles. The PSA would encourage all affected members to seek assistance going through this process.
