Rural Fire Service: Consolidated District Cost Centre implementation

The Rural Fire Service has notified the PSA that “a consolidated district cost centre structure is being implemented.” These changes would not appear to meet the threshold of “significant change” or a restructure, so consultation has only been with affected staff at a recent Field Operations Forum. Nonetheless, the PSA is seeking feedback from members who wish to raise concerns. We have until 21 January 2026 (next Wednesday) to provide feedback so please note the need to respond by that date.

The intention is put as being to support Area Commands and District Managers in fulfilling their financial responsibilities in alignment with their role descriptions with goals of streamlining operations, greater consistency and better financial management across district operations. The change is said principally to be around processes with no impact on the key accountabilities or responsibilities assigned to District roles. No amendments to role descriptions are proposed, at least currently. There is little by way of documentation other than a statement that support materials are currently being developed but broad goals include:

  1. A single Cost Centre structure for all Districts.
  2. Establishment of a Project Code to track costs and improve financial transparency.
  3. Development of a Budget Health Check process.
  4. Standardisation of reporting formats
  5. Centralised management of budgets for programs with costs aligned to the relevant program owners rather than District Budgets.
