PSA Briefed on Department of Customer Service Functional Review

PSA has been briefed by the Department in relation to the Department of Customer Service (DCS) Functional Review.

DCS has advised that there will be an increase in Change Management Plans (CMPs) in the coming months as a result of the review.  There will be consultation with your union through fortnightly meetings and we will invite delegates as each area comes under scrutiny.

For the moment, we are aware of two areas where change is occurring:  Safework and Service NSW.

Safework

PSA will begin meeting with the Deputy Secretary for Safework, Trent Curtin, through a revamped Joint Consultative Committee (JCC) and weekly meetings which Vocational Group delegates will attend with industrial staff.  We understand that Safework members who are not Inspectors also need to be represented through this process and will be reaching out to those members in the coming weeks.  We have sent a separate bulletin to members in Safework with further information.

Service NSW

Service NSW will have a program of change occurring across the next 12 months which will be introduced in three waves.  The first wave, announced on 2 July 2024, includes four restructure management plans (RMPs) and proposes a reduction of 125 fulltime equivalent roles.  PSA has reminded Service of its obligation to reduce contract roles first.  Loss of ongoing employees must be a last resort.

PSA industrial staff and delegates will meet weekly with management as the Service NSW CMPs progress and keep members updated.  We have sent a separate bulletin to members in Service NSW with further information.

We do not expect these to be the only areas of DCS to be affected by the functional review.  Members will be advised of upcoming changes and delegates will be invited to attend relevant meetings.
