Change management proposals: Revenue NSW

Your union, the PSA has been notified of two significant change proposals within Revenue NSW:

  • The Proposed Change Management Plan (CMP) for Fines & Debt
  • The Revenue NSW Operating Model Review

Staff were advised by RevenueNSW Management of the Operating Model Review on 10 February 2026, and the CMP for Fines & Debt on 11 February 2026. We understand that affected staff have been provided copies of the relevant proposals.

The PSA has requested an extension for member feedback until Friday, 27 February 2026, and has sought further detail from Revenue NSW on a range of matters to help ensure that members are fully informed.

Key Information Requested by the PSA for each proposal

  1. Fines & Debt CMP
  • Total number of staff affected.
  • Recording processes, including:
    • System or program used.
    • How performance will be recorded
  • Data retention:
    • Duration of storage
    • Storage location
    • Security measures
  • Data protection:
    • Safeguards against AI scraping or unauthorised access.
  • Purpose of recordings (training, discipline, audit, etc.)
  • Details of the proposed new queue structure
  • Further information on the Quality Assurance Framework:
    • Assessment method
    • Scoring
    • Use of results
    • Impact on performance management
  1. Operating Model Review
  • Specific teams and roles affected.
  • Total number of staff impacted by reporting line changes.
  • Whether day‑to‑day duties will change
  • Whether role descriptions will change now or in later phases
  • Number of staff currently acting in affected areas
  • Teams proposed to move between directorates.
  • Breakdown of impacted staff by employment type:
    • Ongoing
    • Temporary
    • Contractors
    • Agency workers
    • Secondments
  • Number of “unaffected” staff indirectly impacted (workflow, support model changes)
  • For MARS platform changes:
    • Current size of the “run” team.
