Natural Resources Access Regulator: Proposed transfer of the licensing and approval functions to Water Operations

The PSA has been briefed by DPE and Natural Resources Access Regulator (NRAR) representatives on the proposed transfer of NRAR Licensing & Approval functions to Water Operations as of 1 April 2022.

The PSA has been provided the rationale for such transfer relates to the protection of ‘NRAR’s Independent Regulator status, and to improve water sector governance in line with recommendations to separate compliance and enforcement functions from water licensing activities. It is also anticipated the move will improve customer service for the client user.’

Despite this being a so called “lift and shift” of staff into another directorate with there being no changes to the current conditions of employment, DPE/NRAR has consultation obligations that require administration with the PSA and its affected members.

As part of those consultation obligations, the PSA is seeking member feedback and questions on the proposed transfer of L&A functions to the Water Operations Directorate. Members can make their submissions or contact the PSA Industrial Officer Shane Howes on email .
