The NSW government will establish dedicated units for high-risk offenders in juvenile justice centres after a review identified “unacceptable” failures following a violent Central Coast riot.
Twenty-six people were charged after the incident at the Frank Baxter Juvenile Justice Centre at Kariong in July which injured seven.
