Yesterday, Monday, 28 October 2019, we met with CSNSW for a benchmarking meeting. In this meeting the following information was given to us in regards to the centres that are closing, centres being restructured and the decommissioning of high-risk beds:

  • Vacancy Lists – not including Court locations, John Moroney CC, IDAPT, Compulsory Drug Treatment Centre
  • Information on Crown Employees (Transferred Employees Compensation Aware – TECA)
  • Change Management Plan Prison Bed Capacity adjustment
  • Preference Forms

We have until the end of this week to go through the paperwork and list any issues that we have with them.

CSNSW wants to work on dates for when to go to the affected centres that are closing and being restructured. We will give CSNSW dates of when members of the Executive are available. We currently have Jason and Amanda on leave for another two weeks. Darren and Thor are on leave next week, with Thor overseas.

This leaves us limited days to get to the locations. Due to this, we will not be able to get to Brewarrina and Ivanhoe as it takes four days to get to both of those locations. We also have to make time to organise the Delegates to Management meeting which is on 19-21 November, 2019.

CSNSW is hoping to start having meetings at these locations from mid next week.

Brewarrina will have a phone hook-up and Ivanhoe will have their meeting through AVL. We will have POVB Executive representation on those occasions at Henry Deane as the meetings take place.

At these meetings, staff will be given the vacancies and the other information above amended or with the extra information we have asked for.

For Grafton members, we are aware that the Industrial Relations Commission matter in regards to VRs and being able to work at the private provider and not pay back part of the VR, will take place in February 2020. We have highlighted this with CSNSW and we will work with individuals who have applied and may be successful for the Clarence Centre.

Centres that have taken inmates for surge capacity will commence, on dates unknown and go through a similar process as was done for benchmarking. In this process, risk assessments will be carried et cetera, for the reduction of staffing that CSNSW has proposed.

When we have more information we will continue to update members.
