PSA and local Delegate Trina Leask met with management for the regular restructure meeting on 5 September 2024. The following matters related to Wave 2 were discussed.
Enterprise, Risk and Enablement
Enterprise, Risk and Enablement has 50 to 60 pieces of feedback already, mostly around process questions and are holding check-in meetings with staff. There is a proposed increase in the number of 5/6 graded roles because the division has secured funding at this level and it will mean an increase in work available.
Service Delivery
Service Delivery is also holding briefings for staff. It report that most feedback is around trying to understand the functions the teams will perform.
The PSA had previously asked about the proposed number of Senior Management and Contact Centre Managers in Parramatta and Lithgow. Your union was advised these areas would be hub and spoke and this would allow for the changes to be transitioned in.
Business Bureau
Business Bureau received approximately 50 pieces of feedback in relation to Wave 2. The division will become the Customer Care and Business Bureau. Divisional briefings have been held and management will be providing further info on different functions within the teams.
The Director for Disaster Recovery will sit within this division. It will lead the recovery phase and surge workforce capability.
Expressions of Interest
It was confirmed that staff who are unsuccessful at the Stage 2 Expressions of Interest (EOI) process and who want to stay with Service, will then be offered temporary roles and head into mobility after those temp roles come to an end. If you are unsuccessful at stage 2 and do not want a temp role, you will enter the eight-week mobility program at that point.
Mobility
The Mobility program lasts eight weeks. All vacant roles across government departments must be put into the mobility program for five days before being advertised externally. If you are matched during mobility, you cannot unreasonably refuse a role (wanting a VR is considered an unreasonable refusal) but you can reasonably refuse. Grounds for reasonable refusal include salary level on offer (not all government departments pay the same salary scale for the same grade, Service NSW pays higher than some other departments, so keep that in mind) or not meeting enough of the capabilities or location of role.
If you are not successful after eight weeks you are considered excess and come under the Managing Excess Employees Policy. You will be offered the choice of a VR or redeployment. If you choose redeployment you will continue working and accruing entitlements for 12 weeks. If you do not find a role in that time, you will be given a forced redundancy.
The PSA was also advised there are a number of drop-in sessions coming up for staff generally. Wave 3 will kick off on 11 September 2024 and Assignment to Role and Mobility sessions are being scheduled for staff.
