The PSA is aware of a communication sent to staff on 10 September 2018 that restricts your access to the DFSI Flexible Working Hours Agreement (FWHA) 2016.

This is becoming a common misinterpretation of the FWHA as it fails to recognise that flex time operates within a 12 week settlement period, not on a day-to-day basis.”

The PSA instructs members that they are not restricted to “contract hours” on a daily basis.

The purpose of the FWHA is to improve the Department’s organisational performance while providing flexibility for all employees to ensure that there is an appropriate balance between work and personal commitments.

The PSA expects management to support the FWHA by ensuring that they work co-operatively with staff through consultation and mutual agreement.

Labour Hire/Agency Staff

Concerns have also been raised with the PSA of the use of labour hire/agency staff.

The PSA remains opposed to the use of contingent labour outside of very short-term arrangements.

Further, the PSA is greatly concerned that non-government sector staff would be considered or given any higher duty opportunities over ongoing staff.

These matters have been raised with the Department’s People and Culture Directorate to be addressed.
