The PSA has been advised the Minister for Transport has approved the transfer of the NSW Independent Transport Safety Regulator (ITSR) to the Office of the National Rail Safety Regulator (ONRSR). It is anticipated that this will occur by the middle of December 2015.

ONRSR is a South Australian statutory corporation that performs functions under the Rail Safety National Law and its own Act. ITSR has been performing work under a Service Level Agreement with ONRSR for some time. ONRSR’s employees are covered by their own Enterprise Agreement that contains conditions and wages that are different to those currently enjoyed by ITSR staff.

On 7 July 2015, an initial meeting took place involving the PSA, ITSR and ONRSR to commence discussions about the transition. ONRSR envisages the transition will have little or no practical impact on staff at ITSR. The PSA will be working with all parties to ensure this is the case.

The most notable exception to this is that all Annual Leave and Long Service Leave entitlements will be paid out at the time of the transfer. The PSA is eager to talk to members about the practical impact of this. Members should consider whether it is in your best interests to apply to take some or all of your leave entitlements before the transfer takes place.

ONRSR has issued a Frequently Asked Questions document about the transition. Please note some of the answers given will need to be negotiated with the PSA.

PSA information session

A PSA information session is scheduled for 12pm-1pm on Tuesday 21 July 2015 in the level 21 conference room. Members and non-members are welcome to attend. However, all future PSA meetings and consultation during the course of the negotiations will be restricted to members only.
