School Learning Support Officers bulletin – 6 September 2016

The PSA met with the Department of Education (DoE) on 10 August 2016 and 30 August 2016 to discuss health care procedures. The PSA had supplied the DoE with a DRAFT copy of the proposed 2016 Tripartite Agreement which was endorsed by the Special Education Working Group.

NSW Nurses and Midwives Association (NSWNMA) had also provided some valuable feedback around the best practice which was included in the DRAFT agreement.

During the meetings held between PSA, NSWNMA and DoE it was clear there were some areas of agreement and contention.

At the report back before Commissioner Murphy, on 1 September 2016, an update was provided for the Commissioner’s consideration. The PSA provided the Commissioner with the DRAFT Tripartite Agreement so he was aware of the starting point the PSA had submitted to the DoE on behalf of School Learning Support Officers (SLSOs).

The PSA sought another report back date in October. This allows the parties to the Tripartite agreement to continue discussing the document and will provide a clear indication of the major points of contention the PSA will be requesting the assistance of Commissioner Murphy to resolve.

Members band together to ensure a safe workplace for staff and students

The PSA was contacted by SLSOs who were concerned about the return to school after suspension of a student with violent behaviours. Members were very concerned for the health, welfare and safety of the other students, many of whom had complex physical limitations. Members advised that they did not believe they could appropriately support the student and ensure the safety of others.

Members in the school were passionate about their WHS concerns and were considering walking out of the school in protest. The PSA contacted the DoE and advised of the nature of issues raised by members. The DoE advised that special resourcing for the student would be provided to the school. In further consultation with members, the PSA was advised that the proposed additional resourcing did not meet their primary concern of managing the risks and guaranteeing a safe environment in the school.

The DoE then undertook and reviewed the arrangements to the satisfaction of members. Members will continue to monitor the arrangements and will seek further assistance from the PSA if required.

The PSA congratulates these dedicated SLSOs who work under great pressure to provide the best possible learning outcomes for all students. Their united approach ensured a positive outcome.
