Management confirmed the intention to terminate existing Flexible Working Hours Agreements (FWHAs) and negotiate a single agreement across the Department by June 2016.
This agreement will cover:

- OSR
- LPI
- NSW Public Works
- NSW Fair Trading
- Government Services
- SICorp
- Property and Housing Group
- SHFA
- Service, Innovation & Strategy
- Corporate Services
The Department’s rationale is to address mobility, equity and administrative issues associated with having employees across the agency with multiple FWHAs.
The Department advised that NSW Industrial Relations issued new guidelines on conditions contained in FWHAs. The guidelines are a product from the Wages Policy Taskforce.
Following termination of the current agreements the Department has advised that the Crown Employee’s Conditions Award would apply until such time as a new Agreement is negotiated with the PSA.
The Department has arranged for consultation meetings to occur monthly.
The Department has agreed to the PSA setting up a delegates’ sub-committee, consisting of a delegate from each division, with reasonable work release allowed. Following an initial two meetings, these would move to a monthly schedule to allow feedback into the meeting with management.
The PSA asserted that considering the diversity and location of the workforce the task would be problematic. The Department responded that a similar process was undertaken at the Department of Trade and Investment last year resulting in a single agreement being negotiated.
