Homes NSW: Inner West and South East Sydney Joint Consultative Committee meeting report
The quarterly Joint Consultative Committee meeting (JCC) was held on 3 November 2025 for the Inner West and South East Sydney district. JCCs are an important platform for discussions on matters affecting our members in the district. PSA industrial staff attended with your elected delegates and district leadership from Housing Services.

Recruitment
In the past few months 40 new Customer Service Officers have been appointed across the district. Management said there has been some challenges with the rolling recruitment process as some people are not suited to the role. Management is working to improve that with regular check-ins of new cohorts.
The PSA asked about staff acting up in roles. Management says there are some but they don’t fall into the two-year category. Anyone who has been in an acting up role for more than two years has been made ongoing.
As part of the Functional Review, the Private Rental Pathways Team now has one reporting line and the district has gained extra specialist positions. Management is looking into making sure staff in the specialist roles are made ongoing.
The PSA also asked about the status of the Specialist Subsidy Assessment Team (SSAT). Management confirmed no one on that team is temporary: everyone is ongoing. The PSA is in discussion with management about the future of the team as they consider whether it should be centralised or not, and what that would look like.
PMES results
Management has been delivering roadshows for the district to discuss the PMES results. Action on PMES results is one of the key concerns staff have raised. Members are encouraged to reach out to delegates if the issues they raised in the PMES continue to not be addressed. Your responses to the PMES support the PSA to drive improvements in the workplace and advocate on a range of employment-related matters so it’s important we hear about your feedback and whether it’s been actioned or not.
Work health and safety
Concerns were raised about workplace health and safety representatives (HSRs). It was noted that a HSR election is needed. Anyone interested in the role can learn more about it on the SafeWork NSW website. HSRs play a vital role in the workplace to make sure work health and safety (WHS) issues are acted on and resolved. Once elected, HSRs receive five days training. The PSA is also in discussion with Employee Relations about the HSR structure to make sure it is still fit for purpose since the creation of Homes NSW.
Psychosocial concerns were discussed in relation to members having to support increasingly complex needs in a housing crisis. Management has said they’d look into further training for frontline staff around self-management in crisis.
The PSA let the district know about a 2026 campaign we will be running on occupational safety, including a focus on violence against public sector staff.
In addition, the PSA spoke about changes to the Industrial Relations Act 1996 around bullying. The Industrial Relations Commission of NSW did a seminar on the new changes, which is online. There will be ongoing discussions with the department on these new changes, along with the changes to the Work Health and Safety Act 2011.
Work from home and leave considerations
Work from home (WFH) and leave were also discussed at the JCC. Members have raised concerns about losing allocated WFH days if they have sick or take other leave the same week. The department has made it clear in its Flexible Work Procedure that staff ‘taking any form of leave on a day they are scheduled to work at an approved work location do not need to make this time up in lieu’.
That was the last JCC for 2025. Meetings for 2026 will be scheduled in the new year. Members are encouraged to share any issues they have with local delegates, particularly if they have anything to add to the topics raised here.
