The PSA responds to the:
“All Staff UPDATE ON DISCUSSIONS WITH THE PUBLIC SERVICE ASSOCIATION dated 13 April 2018”
The PSA reaffirms as stated in our recent bulletin that we remain in dispute with Juvenile Justice on the need of establishing a therapeutic unit to manage high risk/high need detainees.
The update unfortunately implies that the PSA has reached agreement on:
- Flexible accommodation is enacted now and formalised.
- Clear, consistent penalties applied by all centres in detainee behaviour management.
- What and how are incident debriefs used.
We refute the inference that agreement in these areas has been reached between Juvenile Justice and the PSA.
The working group as outlined within the All Staff Update remains in progress however, the need of immediacy in enacting the Flexible Accommodation and Clear, consistent penalties applied by all centres in detainee behaviour management has not been addressed noting the recent incidents at Frank Baxter and Orana.
The PSA will be seeking a relist of our current dispute.
