Government announces establishment of NSW Early Learning Commission
Early Childhood Education and Care Regulatory Authority delegates along with PSA staff and executive have been unwavering in calling for stronger child safety measures across NSW, supporting our highly committed members who do this important public sector work. The PSA has directly contributed to Early Childhood Services parliamentary enquiries and meets regularly with the executive of the Early Childhood and Care Regulatory Authority (ECEC RA) for consultation on matters of mutual concern and interest to our members.
Announcement of NSW Early Learning Commission
The PSA was advised by the Minister’s Office ahead of today’s announcement that the government will establish an independent NSW Early Learning Commission by the end of the year, as recommended by the Wheeler Review. In doing so, the NSW Government has accepted all 12 recommendations of the Wheeler review and is aligning NSW with the amended National Child Safety Law.
The PSA is aware of the appointment of Daryl Currie as the Acting inaugural Early Learning Commissioner, reporting directly to the minister; and we are pleased to have already been constructively engaging with him and the ECEC RA executive team in the lead up to today’s announcement.
PSA meeting with ECEC RA leadership – support for members
On 5 November and again on 21 November 2025, the PSA met with the ECEC RA leadership, to ensure strengthened communications and aligned preparations for implementing the review recommendations. With PSA delegate contribution at both meetings, the PSA reinforced our firm commitment to ensuring members are fully supported throughout this process.
The PSA received documentation late yesterday from the department, and we want to assure members that we are across the details of this Machinery of Government change, but also our engagement will continue to actively drive outcomes that safeguard both compliance and member confidence between now and 1 December, and well into the new year.
Members can be reassured that the establishment of the Commission represents not only an expansion of roles, but also significant investment – backed by an additional $55 million in government funding, including prioritising recruitment of more authorised field officers. Importantly, all current roles will directly transition from the ECEC RA to the Commission ensuring continuity of service and protection of entitlements. Throughout this process the PSA remains steadfast in our commitment to keeping members informed, actively tracking the department’s communications and engagement, to ensure a smooth and transparent transition.
