New ‘Internal Gated Process’ for Award employees at TfNSW

The PSA was back in the Industrial Relations Commission (IRC) on Friday 10 October 2025 to continue conciliation on the TfNSW proposal to meet a ‘savings target’ by cutting 950 Transport Senior Service Managers (TSSM) and Award positions.

One major theme from branches already undergoing consultation was a lack of ‘direct matching’ for roles that are graded the same as current roles, with only slight changes in the role description. PSA members have been reporting that while the proposal listed these positions as ‘new’, they were in fact the roles that the members were currently performing. The PSA has been providing specific analysis comparing these roles throughout the consultation period for these branches and highlighting that these are actually the same roles that members have been performing.

As a direct result of this feedback, TfNSW has announced a new additional 4 week ‘Internal Gated Process’ for at-grade roles that TfNSW consider ‘new’ within the branches.

What is an Internal Gated Process?

The 4-week internal gated process is an additional award fill option. This process aims to maximise opportunities for at-grade placement within consultation cohorts before the mobility phase begins.

It will enable placement, or matching, of ongoing Award level employees to suitable roles at-grade, particularly where there are multiple ‘new’ or vacant positions within a branch and unplaced employees.

This process would occur after ‘determination’, but before the employee would enter the 8 week mobility process.  This allows employees to have a 4 week (maximum) period to be matched, and the PSA will strongly advocate for our members in this situation that believe the roles are comparable.

This ‘internal gated process’ is for those that TfNSW have considered not to have a matched role, so excludes situations where a ‘many to few or ‘invited EOI’ process is in place.

It is also ‘optional’, meaning those who want to be matched to an at-grade role they consider comparable to participate in the matching process, whilst those that don’t want to be matched to the ‘new’ role to continue straight through to the 8-week mobility process if they wish to.

Request for next IRC conciliation to include a representative from Treasury

It was confirmed on the record in the IRC that the process had so far found savings of $103 million from the joint efforts of TfNSW and the Transport Unions, meaning the ‘savings target’ from Award and TSSM roles has been reduced to $176 million. The PSA is still raising examples of other proposals to be explored to make savings, including the use of Professional Service Contracts (PSC). To this point a relevant representative in Treasury has been requested to attend the next facilitated discussion on Friday 17 October 2025, to provide further information in relation to the PSC areas that have been discussed and provide information as to the Government budgeting of those PSC, the budgets that those amounts of money come out of, and why they are not being considered in the “Labour Related” savings target.
