Bulletin: Early Childhood Education and Care Regulatory Authority (ECEC RA) Restructure – Consultation
The PSA wishes to advise our ECEC RA members we are aware that at a recent ECEC RA Town Hall meeting held on 11 July 2024, the department announced a proposal to restructure the Statewide Operations Network (SON) and Approvals and Services teams.
The restructure documentation, including current and proposed organisational charts and information about impacted roles, has been provided to the PSA for consultation, and we are aware that staff have been provided with the same.
The PSA has met with the ECEC RA executive for an initial consultation meeting, and the department advised that the proposed organisational design for SON, will involve an expansion of roles to address supervision span and to distribute workload more evenly. We are aware that changes proposed for the Approvals team, however, are likely to have more impact, since the team has already undergone a number internal management and reporting-line changes this year, and we know that in February 2024, some roles at higher grade were internally ‘directly appointed’, whilst other grades went to external recruitment. At the past two Joint Consultative Committee meetings between the PSA and ECEC RA management, on 2 May and 9 July 2024 respectively, the PSA raised the issue of changes to the Approvals team and concerns about the lack of consultation and inconsistency in recruitment practices.
The PSA invites any members impacted by the ECEC RA SON or the Approvals team restructure to contact the PSA Member Support Centre and log your concerns.
We also encourage members to provide feedback as impacted staff by utilising the feedback form provided by ECEC, either anonymously or, if you choose to provide your details, you should expect a more considered and personal response. ECEC RA have assured the PSA, that leaders/managers will make themselves available for discussions either in meetings with your team or in one-on-one meetings. FAQs are being prepared and we encourage members to participate in the drop-in sessions to seek clarification of any details you are unsure about and to express concerns and ideas.
Your PSA ECEC RA delegates Ruth Disher, Alison Wallis, Bec Breust and PSA staff are here to support you through this organizational change process. At this stage, the consultation period runs to Wednesday, 24 July 2024. However, the PSA reserves the right to request further consultation if our members and delegates indicate it is necessary.
