National Heavy Vehicle Regulation transition and award negotiations
The PSA and Transport for NSW (TfNSW) are continuing negotiations.
It is the PSA’s preference for the variation to the Roads and Maritime Consolidated Salaries Award 2019 (RMS Award) to be made before you transfer; it is our view this is the more desirable way to ensure your conditions and salary. We continue to try to secure consent for the RMS Award. However, the negotiations are dragging on with TfNSW continuing to push the same offer members rejected in the previous survey.
As we have communicated previously, being aware of this, the PSA has been exploring options about how to ensure you receive a pay increase.
In the event the RMS Award is not made prior to transition the following options are potentially available to the PSA to ensure members receive a pay increase in 2022:
- a pay increase from the National Heavy Vehicle Regulator (NHVR) to be contingent on the pay increase contained in the variation RMS Award once made by the IRC. This means if an award is not made before your transfer, NHVR honours the pay increase negotiated in the RMS Award, including when the pay increase was to take effect. Future pay increases are to be adjusted in accordance with the 2022 rate. OR
- a pay increase of three per cent (including superannuation) from 1 August 2022, which is divorced from the RMS Award negotiations. You would not be reliant on TfNSW for any back pay. Future pay increases are to be adjusted in accordance with the 2022 rate.

We are aware that NHVR has in the past said to staff at on boarding sessions that they were going to apply the annual wage review increase (4.6 per cent). The PSA has been seeking clarity and pushing for this increase to be on the table however, we were advised by NHVR this was not going to be an option.
The survey results will provide the PSA with direction.
