PSA dispute over consultation: An update on the Teaching, Learning and Student Wellbeing division restructure
This bulletin is an update on progress between the PSA and the Department of Education following on from the PSA’s dispute in the Industrial Relations Commission (IRC) on 16 September 2024.
The Department has complied with the IRC recommendations and provided the PSA with a draft Change Management Plan, together with a clearer breakdown of roles impacted in the Teaching, Learning and Student Wellbeing (TLSW) restructure proposal and an extension to the consultation period.
Also provided was a Change Management Schedule outlining restructure proposals from now to Term 1-2, 2025 as requested by the PSA.
Member feedback provided
The PSA has provided the members’ feedback and since met with the Department on the consolidated feedback for the TLSW Division restructure proposal.
Further discussions were had about how work will be redistributed, especially from the Teaching and Quality Improvement directorate, the Department advised that there will be a transition plan for workflow from the old to the new structure.
A copy of the consolidated feedback with the additional content as to how it will be incorporated into the final change management plan will be provided to the PSA.
The PSA also received a briefing on the Embedded Services Review (“Review”). We can confirm that all Deputy Secretaries and Executive Directors have received the review recommendations, and they have been incorporated into the various Functional Reviews and Restructure proposals for each Division/Directorate and that this will not impact employees twice.
Further announcements
The PSA is aware the Department has announced to staff the outcomes from the consultation for the TLSW and will continue to advocate that the Department follows the placement processes and adheres to the government’s Workforce Mobility Placement Policy to priority match impacted employees to vacant roles.
The PSA reminded the Department of the importance of clear communication and accessible information to employees throughout organisational change. The Department has confirmed that more information sessions and tailored support will be given to impacted staff.
PSA support for members and IRC report back
The PSA will continue to support individual members who require assistance and invites impacted members to contact the PSA Member Support Centre to log any concerns. The matter is re-listed before the IRC on 18 October 2024.
