ADHC Departmental Committee update – Implementation of state-wide bans (PDF version)

Members determined to fight to save their job security, pay and conditions and the ongoing quality of services that they deliver.

Over 60% of Ageing, Disability and Home Care (ADHC) staff have indicated their intention to leave the disability sector without the safeguards and quality outcomes/services that ADHC currently provides. Our aim is to maintain quality ongoing public disability services for clients and their families.

All PSA members are advised that completion of the vehicle log/running sheets for all ADHC vehicles is the subject of an industrial ban and members are directed not to participate in completing, lodging or requesting this documentation.

The PSA state Departmental Committee (DC) for ADHC discussed the privatisation of all public disability and home care services in NSW at their last meeting.

At this meeting delegates passed the following motion:

“The ADHC Departmental Committee supports the urgent implementation of state wide bans on vehicle running sheets and monthly returns.”

ADHC has not entered into discussion or negotiation around the workforce planning or the implementation of a change management plan for the trial site. With the accelerated roll out of the NDIS in Nepean Blue Mountains, these issues are now coming to crisis point. This ban will remain in place until:

  • A specific forum is set up to discuss the workforce issues associated with the transition.
  • A workforce plan is negotiated and agreed upon by the PSA and management.
  • A change management plan is negotiated and agreed upon by the PSA and management.

Clarification of industrial bans on completing and providing any work relating to the privatisation of ADHC.

The ADHC Departmental Committee has also placed state wide workplace restrictions on performing work associated with the privatisation of disability services which were implemented in April 2014. This ban specifically includes:

  • Direct contact/communication with or from NDIA staff or their agents.
  • The provision of NDIA related information to ADHC management or the NDIA or their agents.
  • Attending ADHC, NDIA/NDIS or their agent’s internal meetings.
  • Attending planning meetings.
  • Forwarding on NDIA correspondence.

Joining in solidarity with the whole of the ADHC membership gives members who can’t participate in actions such as attending rallies due to ensuring ongoing, quality care of clients a chance to show their commitment to fighting for a real choice.

These bans show the determination of members to fight to save their job security, pay and conditions and the ongoing quality of services that they deliver and will remain in place until there is recognition of their right to access redundancy.

Members are fully protected when implementing directions from their union. The PSA will protect members from any adverse consequences resulting from this direction. If you experience any issues relating to the ban please speak to your PSA delegate immediately.
