Update: Transport Management Centre Award negotiations

Further to previous correspondence that has been sent out to members, the PSA has continued award negotiations with the Department. As part of these negotiations rostering clauses for the Transport Management Centre (TMC) are now about to be discussed.

Out of the combined unions’ discussion the following clause has been proposed to be tabled and the PSA seeks feedback from members. The PSA has concerns that these clauses may have the potential to limit members’ access to overtime shifts.

31.2(c)(V)Where Employees have not observed a rest break of at least 10 hours prior to the commencement of the next ordinary shift, or 48 hours in the case of returning to day shift after night shift, unless under agreement in clause 31.2(C) (ii), they shall be paid at the rate of double time, or double time and one half if on a public holiday, calculated at the ordinary salary rate until such time as Employees are released from duty for 10 consecutive hours. Any rostered working time occurring during such absence shall be paid at the shift work rate in clause 31.3.

31.2(c)(ii) However, if the Employer requests an Employee to work before the conclusion of a 48-hour break this must be by agreement. 

        31.3(e) Rostering Arrangements

  • The Employer agrees to Traffic Operations Controllers to have a 48-hour break between night shift and day shifts due to fatigue management purposes.
  •  However, if the Employer requests an Employee to work before the conclusion of a 48-hour break this must be by agreement.
  • Traffic Operations Controllers be consulted with the view of developing and implementing fatigue principles and systems.

Members’ meetings

The PSA has set up a number of members’ meetings to discuss the above clauses and to hear concerns around any other issues you may be having at your workplace.
